§ 1. Management Forum for Innovative Public Service

The Management Forum for Innovative Public Service is a association of senior public servants. The association was set on 25 May 1999 up on the premises of the Austrian Centre for Productivity and Economic Efficiency (Österreichisches Produktivitäts- und Wirtschaftlichkeitsforum, ÖPWZ) upon the initiative of Director-General Emmerich Bachmayer of the Federal Chancllery.

Objectives

The association targets to bring forward innovations in Public Administration, to deepen the awareness of all senior public servants for outcome orientation and assist in solutions for actual problems and challenges of public administration. The main ambition is the ongoing development in Public Adminstration.

Activity

The association seeks to achieve its objectives primarily through constant contacts with politicians responsible for administrative development as well as managers and executives of the Austrian business community. In line with the best-practices concept, the senior public servants who are members of the association will heighten their awareness of the need for and feasibility of innovations in public administration by studying innovative public service institutions at home and abroad and by analysing successful private-sector enterprises.

 

§ 2. The Association’s Profile

The Management Forum for Innovative Public Service represents senior public servants of federal, Province and local administrative bodies. The Management Forum for Innovative Public Service has the status of an independent and impartial body; membership in it is voluntary.

„Managers“ are defined as senior public servants who, together with their teams, make a vital contribution to the implementation of agreed objectives in the shaping of policies and/or the enforcement of laws.

The members of the Association consider themselves accountable towards politicians, citizens, social agents (interest groups) and the staff on their teams.

The Management Forum for Innovative Public Service seeks to play a leading role in selecting the administrative areas where innovations are to be introduced and in managing their practical implementation.

The Management Forum for Innovative Public Service represents the interests of senior staff in the public administration vis-à-vis the public at large. It maintains permanent contacts with executives and managers of the business community, of non-profit organisations and of international associations of managerial and executive staff.

The Association offers its members a platform for the dissemination of information and for communication, as well as for the establishment of contacts, the exchange of experiences and the provision of mutual support.

 

§ 3. Background and Objectives

On May 25, 1999, the association „Management Forum for Innovative Public Service“ (Führungsforum Innovative Verwaltung, FIV) was set up on the premises of the Austrian Centre for Productivity and Economic Efficiency (Österreichisches Produktivitäts- und Wirtschaftlichkeitsforum, ÖPWZ) upon the initiative of Director-General Emmerich Bachmayer of the Federal Ministry of Public Service and Sports.
The association seeks to achieve its objectives primarily through constant contacts with politicians responsible for administrative development as well as managers and executives of the Austrian business community.
